The NRFB is a statutory body operating under the aegis of the Department of Marine and Natural Resources and was established under the Fisheries Act 1980.

The Northern Regional Fisheries Board is the competent fisheries authority for the inland fisheries and sea angling resource of Donegal and much of the Erne Catchment. Included in its area are the Duff and Melvin Catchments in Leitrim and the Shannon Erne Waterway from Ballyconnell northwards. The Board’s Coastal boundaries stretch from Mullaghmore Head to Malin Head.
The Board was established under the Fisheries Act 1980 and was given additional responsibilities under the Fisheries Act 1999. The Board operates under the auspices of the Department of the Marine & Natural Resources which has overall policy responsibility for the conservation, management, regulation and development of the Inland Fisheries resource. The Board has responsibility for policy advice, co-ordination and implementation. The Board of 22 members is informed and has its decisions implemented by the Chief Executive Officer.

The NRFB has adopted the Code of Practice for the Governance of State Agencies.
The Lough Melvin Programme will develop a cross-border Catchment Management Plan to identify options, actions and recommendations to reduce the impact of human activities on the lake. The Plan will focus on nutrients as the key threat but it will also cover other possible threats.
